Yep, for 10-15 min my watch thought I was in the middle of the Hudson River but after that suddenly it got the right position. It was kind of annoying but at least the workout ended up well.
The CPE file could well be the difference then. I always give my watch a few minutes before starting any activity - basically I turn it on while I'm getting ready to start. Those few minutes are likely the difference needed to get the satellite data updated.

Long soak before activity...
This might be true. I had a run on 1st of Jan with the offset in my results. 945, GPS+Glonass, Hungary, Central Europe. I did a soft-reset then. Today I went on hiking and after 25 mins realized the same inaccuracy - I was try to change GPS from GPS+Galileo to GPS+Glonass in-flight but that had no effect. Then I put the activity on pause + "resume later" then resumed - and the position jumped to the correct place. Note, simple pause+resume did not fixed the posiotion, I had to "stop" the activity and restart with "resume later". So indeed after 15+ mins GPS data is fixing itself - even during an activity I assume, however has effect on a newly started/restarted activity only. I haven't tried to change back to GPS+Glonass from GPS+Galileo but I think that shall have no effect - there should be no Galileo coverage in Europe, so GPS+Galileo = GPS only here I assume.
Anyway, shame on Garmin
You're pointing your finger in the wrong direction. Coros, Suunto and Garmin are all having the issue. The common denominator? The watches with the newer Sony chipset. It's like blaming BMW for the faulty Takata Airbag that 17 other automakers used too.
