My forerunner is on 2.8, EU version
I tried both with Garmin connect on windows and on iOS but it says that 2.8 is the latest version while I know we are already at 3.0 and above.
Any idea how to fix it?

Maybe (be aware of this) you can perform a manual update to some beta firmware (all beta firmware are manually updated), like the one described here (from 2.8 to 3.08)

This update has the advantage that you can revert it back to 2.8.
Here some future possibilities:
1- After the update maybe you can update it normally to a new version (I am just guessing).
2- If the update works, but #1 doesn't maybe you can repeat the original process with newer beta firmware like this (3.77):

So, in the end, you will be hopping between beta versions in order to be (almost) updated.
Disclaimer: If user tess is right (that you have an APAC watch) is up your risk to test this solution (I don't know if beta firmware are compatible with APAC watches... I would say yes, why not? but I didn't test it).
Beta software is not recommended for APAC watches.
Good to know, that's why I used the word "maybe" several times.

APAC or ROW
on your device in the GARMIN folder is a file called garmindevice.xml
open this file with a text exditor or an xml capable browser and search for
<PartNumber>006-B3113-00</PartNumber>
when you find this text you have a ROW device
when not you have a APAC device and their firmware versions are behind but stable ones
update recap:
ROW <PartNumber>006-B3113-00</PartNumber>
APAC <PartNumber>006-B3441-00</PartNumber>

What about if we change the Garmindevice.xml file to the ROW version part number ?
that maybe will force the update to the US firware?
it could trigger GE to download the ROW firmware
after a filecheck the watch is not going to install it
what stops you from trying and being the first to succeed ?
have not seen any succesful row > apac or apac > row transition
