The watch passcode cannot be reset unless device upload is enabled. This should not be the case - I shouldn’t have to consent to device upload in order to reset my passcode.
This may have been the reason why others have gotten locked out of their watch and not known how to unlock it. See: forums.garmin.com/.../watch-is-locked-and-can-t-reset-passcode-in-garmin-connect
