Audio lap notification in horrible Dutch

Without changing a thing i get audio lap notifications in dutch. It would be no problem but de dutch voice is spoken by someone who does not know the language at all. Short: horrible. Strangely in the settings it is still set to English-US,

Ok now i know that choosing a language only changes the voice not the language. I tried US-english and hear dutch spoken by a US-english voice.. This is stupid.
