The watch is snug on my wrist, I also took it off and put it back on, switch to another hand, pause the activity or "resume later", but only after I restart the watch is the problem fixed.
Also happened today, took 2 reboots to fix it.
I don't think taking tens of minutes for heart rate to lock on is normal.
I really had the watch strapped well, and this didn't happen before...
