[Bug] Broadcast HRV R-R intervals

Elite HRV pairs but will not record an HRV reading

HRV4TRAINING complains that R-R intervals are not broadcast.

This is a premium consumer product, but it doesn't broadcast what it logs.

Apple watch can be used for broadcasting HRV data.

C'mon Garmin, lift your game!
