The move bar was intentionally removed, I'm sorry for any disappointment. You will still be alerted on the watch to "Move!" after an hour of inactivity. I am unaware of any future plans to add the move…
Then why is it still advertised as a feature on the product page? I bough the watch thinking it had the feature but it doesn't.

This sounds like nonsense.
Movebars are still available on many 3rd party watch faces. I prefer not to use 3rd party watch faces especially on such a crash prone product /firmware.
I'll explain why your suggested approach does not work. Once the move bar is full you will receive no more alerts. You are thus in a position where you have no idea if the movebar is full or empty without a 3rd party face. The only way is to shake your hand around for a few hundred steps to get the brief "move bar cleared" message.
I do not believe you that someone decided for this to happen as a design improvement feature.
I would be buying a Fenix7 Pro right now if my experience with my 255S Music hadn't been abysmal since I bought it at release. (I returned to training with my 6XPro and have used my 255 as a recovery tracker since last October). I'm absolutely never buying a Garmin product at release again and frankly will be moving wholly to Polar once they have onboard music.
This, I wouldn't be upset if they at least kept alerting you every hour until you reset the move bar. It's how the same feature works on Fitbit and I like that behavior.
I don't understand why Garmin keeps changing things that already work well.
Anyway, the Enduro Like Plus is a great 3rd party watchface and it supports the move bar

This would not be on the main watch face. You’d have to go to glances/steps to see that bar.
I think they might have removed it to "streamline" and "simplify" the user experience because many people found the move alerts annoying. I was in that camp as well, until I read studies that showed how important it is for your health to not sit for extended periods of time, in some cases, moreso than actually exercising. The whole point of these alerts is to annoy you and to get you off your ass.
@Garmin-Sierra in such case it would be great just to have a dedicated Move Bar Glance that we could add to the Glance Loop, showing a simple bar and a down counter to give some idea how much steps do we need to take to reset it.
This about the move bar in the Steps Widget, not the move alert. There is a setting under Health & Wellness to switch off move and goal alerts. The Steps widget can also be removed.
I understand peoples frustration with the removal of the move bar from the steps widget. The current time is now missing on the bottom of Rest pages for Strength activities. Like the removal of the move bar, it has been replaced with blank space. Strangely, they have kept the current time on Rep pages, the time when it is difficult/impossible (pull ups, barbell squats, bench press, etc) to look at your watch.
Apart from maps/battery life, it's these little features that make Garmin a better sport watch than smart watches like the Apple Watch. It would be wise for Garmin to not remove them.
