I’m seeing similar issues. Forerunner 165 on v27.09 and I’ve gone through all the usual steps: Garmin Express update/sync, restarts, and full factory resets.
Heart rate data is still all over…

And this is exactly why Garmin ought to support firmware downgrades.
Even if it requires a convoluted hands-on method, at least give us the option of being able to get back to a functioning watch again.
Just an update, FR165 now with wrong time despite set in correct timezone.
For some people it is 5+ days now having issues... At this pace and being a Friday, and how unresponsive they have been, I guess Garmin will not provide a new firmware to fix this for another week.
Maybe they used A.I. to develop this firmware update?
