It works for me. Is the arm wearing the watch swinging freely, when you walk? If you hold on handlebars, railing, or have the hands on a desk while you walk on a treadmill, then the watch has no chance to detect any steps. And HRM 600 will not detect them if the watch is worn. You have to remove the watch from the wrist.
Yeah, I remove a watch and its on a table. But i think, there is a Bug. A Steps is in activity summary in GC, but while activity watchs shows 0.

Rather a missing feature. The displaying of steps from an external sensor is not available on the watch, you can only see the steps on the Connect app on the phone, assuming the strap is paired with Connect. And even then, you may need to sync manually to load the steps from the strap.
I recommend suggesting the live transfer of steps (and pace & distance) from the strap to the watch, to Garmin at Share Ideas | Garmin
