Is there a method of connectingHRM DUAL to Garmin Connect?

No, only HRM-Pro, HRM-Pro Plus, HRM-Fit, and HRM 600 can be paired with Garmin Connect. You can still use HRM-Dual with Strava or another app able to read HR data from Bluetooth devices.
