Garmin HRM Dual - Keeps getting stuck at 137 BPM

I got my Garmin HRM Dual heart rate strap at the weekend.
 
It worked fine the first couple of times I used it but twice now during workouts it has got stuck at 137 BPM and won't go any lower.
If I go flat out it will go up ok, but during a rest period it counts down the BPM until it gets to 137 and won’t go any lower. 

This has happened twice now. Once during a run and once during a stationary bike session. It worked fine the first couple of times I used it. 

Disconnecting, switching it off etc. during a workout doesn’t make any difference. You obviously wouldn’t want to have to do this during a workout. 
I always make sure the strap is thoroughly damp and tight fitting before starting, and have tried some heart rate monitor gel as well. 

I will probably return the unit and get a Polar H10 instead, but was wondering if anyone else had experienced the same behaviour. 

This issue really makes me doubt the devices reliability.
