I have been looking for replacement clips for years, two broke. After 10 years, so that's not too bad. Never found a source of these clips. But there is one on Thingyverse: https://www.thingiverse.com/thing:3234202 that you can 3D print. It depends on the material how well they work, I have one that it is quite stiff, but it works OK and holds up well.

How about just getting a second Tempe for the 2nd pair of shoes? I have 5 or 6 Tempes spread across multiple shoes and backpacks. Never have to worry about forgetting to change over from one pair of shoes to another.
Considering the price of a new Tempe, I don't think there's much of a market for individual spare parts (most people don't need them). But if you are handy with modelling (or now someone who is), you could try 3D-printing your own extra bracket. It doesn't even have to be exactly like the original, as long as it holds the Tempe in place.
Another thing to consider is that even with two brackets, you would be constantly clipping and unclipping the Tempe itself, probably causing it to eventually break or become too loose (it's not designed to be constantly attached and removed). So in the end, bying a second Tempe may even not cost any more than loosing the original one, and bying a replacement (but then you would have two brackets, though).
There used to small pouches with Velcro for attaching a Nike foot pod to laces. They worked great for Tempes and Garmin foot pods too.
