HR spikes on rower using HRM-RUN

Hi all, I use a Garmin FR 620 and HRM-RUN strap, which works perfectly when I'm cycling. However when I go on the rower (Concept 2) my HR goes absolutely mental. Today it was registering over 190bpm for several minutes and went up to 200bpm (my max is probably 185 and I wasn't doing anywhere close to that, it was probably around 150. I had put in a new battery today.  Does anyone know what could be the problem, specifically on the rower? I have only read that wrist HR sensors go awry with Concept 2. If the issue is with the strap (which is getting on a bit), then it would be present during other activities as well, I would think. My clothing is also no different when I row.

Another strange thing is that after registering such high HR, the training effect showing on Garmin Connect was only 1.9 (usually it's around 3 after this type of workout). I'm very confused!
