Is elevation factored in when calculating performance condition?

At the start of each run, in after 6-8 minutes, I sometimes notice a performance condition report on the screen, such as +3, -3, etc., probably a comparison of the current performance condition with the previous state.

I don’t know the math behind it, and I have the feeling that in runs when I start running a little bit uphill, the report seems to score me low, since I’m running at a low speed with a higher-than-normal heart rate. Actually the reason could be that elevation-wise speaking, I’m ascending, so I put extra effort  

Do you think this is the case? Does it already factor in elevation when calculating performance condition? Should it? And more importantly, would it?
