Have you used any other apps on the Samsung S22 or Windows 11 PC besides the Tacx apps to see the heart rate from the HRM-Dual?
The HRM-Dual can only be concurrently connected to two Bluetooth paired devices…

The problem is likely to be with the HRM-Dual and the Bluetooth connection to the Samsung S22. Have look on the following board and see if any of the similar threads there provide any help:

I do have an HRM-Dual but generally only use it with an Edge 1030 Plus using ANT+ so have very little Bluetooth connectivity experience with it.
I think, I don´t have problem with HRM Dual. By connection via PC (win 11) it is all ok. There is only problem with combination: HRM Dual, Android S22 and Tacx Training

The HRM-Dual can only be concurrently connected to two Bluetooth paired devices and it appears to remember the last two devices it was paired to. Trying to have the HRM-Dual paired with more than two devices appears to be problematic.
You could try resetting the HRM-Dual, which will erase the existing Bluetooth pairings, and try connecting again from the Tacx app on the Samsung S22. (Ensure the Windows 11 PC is not in range, or better still shut down, and there are no other Bluetooth devices in range that may want to reestablish a connection to the HRM-Dual.)
I am presumming that the Samsung S22 connections are over Bluetooth because it appear to have shipped without the necessary services installed to support ANT+. The Windows 11 PC connections will be Bluetooth unless you have an ANT+ USB adapter connected.

So. I tried this same setup on another old handy Sams A71...result..works without any problem. Both handys are android 13. The old one ui 5, sams s22 ui5.1. There is no problem with strap, but with handy/android.
Solition...Android device: go to settings, type: reset, reset wifi and bluetooth.
