Try updating the EPO file trhough Garmin Express: Expired EPO on a Garmin Outdoor Watch
Is this a problem with garmin devices generally
It is not a problem, it is the way most GPS devices work - they need the ephemeris data to find the satellites quicker. You either need to update it through USB with Garmin Express, or having a functional data connection at the moment you are starting the outdoor activity, or you have to wait up to several tens of minutes, before the GPS position is locked without the ephemeris data.
