Please power cycle your device off and on if you are seeing this symptom. This should resolve this symptom, but if it does not, please post here.

It doesn't help, the issue is still there. It gets triggered by recording an activity. The only way to fix it is to turn off/on the watch. It stops until next recording.
Not true, just reset and the blinking stops. No 15 min. Tested many times. After switching on and putting on - the LEDs will start working normally again. When you take it off your hand, the LEDs will stop. If you start any activity - the LEDs will blink even if you take off your watch. Until next reset.
If they know about the problem, it's ok.
However, when I submitted the application in my country, the support was surprised and asked for additional data (firmware, phone model, when it was bought and other data not needed in this problem).
Same issue here. I bought a new product a week ago. Noticed heart rate monitor is incredibly imprecise and that it never turns off. It got me here, Now I see this is an ongoing issue for many users. Restarting the watch after every activity is unacceptable. Having it not fixed for a month? Also unacceptable. I really hope this gets fixed soon as I do believe Garmin has great products. Christmas time is approaching and should I or should I not recommend this watch?
I got the new update this morning. SW 3.80. Hopefully it has been fixed.
