What results are you seeing when the pairing fails? what does it say in the Garmin Connect App at that point? on the watch face?
In the Garmin Connect App - go to More > Settings > Phone permissions - What it shown for the Location permission?
Oddly, enough I decided to try one more time before returning the watch to REI. It now works. we'll see how long it lasts. I absolutely do not know what I did different!
