Green light stays on even though HR disabled (Venu 3)

I only want to track my HR during an activity and just save battery the rest of the time. However, even when I disable the HR sensor or turn on the battery saver, I noticed that my Venu 3's green lights are flashing very fast (individual flashes visible; when I turn the HR on, it goes to a constant green light, individual flashes not visible).

Even when the HR is disabled or the battery saver enabled, it only stops flashing when I take the watch off. It switches back on whenever something comes into contact with the sensor. Is this normal?

I only just got the watch, and my previous watch (vivoactive 3) only flashed green when I activated the HR sensor during an activity.

I have the same problem. I only use activity tracking, heart rate turned off, not using wallet or anything else. I like to wear nato straps, but with the Venu 3 it just flashes green under my watch constantly. Real bummer not being able to wear a Nato strap. I feel like if you turn heart rate off, it should really mean its off.
