There's a Connect IQ app named Bike Lights Control that can be configured to do what you want.
I don’t think you need to app to do this. I think it’s one of the native RTL 515 native settings — push on/off button to cycle through the light settings and after the blinking/pulsing setting, there is one where the lights come on when cars approach. I pair mine with the light network (with a UT 800 headlight) on my Garmin and use the light widget set to lights to automatic to keep it simple and preserve battery life.
You might want to check that out. I don't believe there is a setting to do this without the IQ app.
I did check this, and it did not work. the light was off, when car was detected on screen, the light didn't flash
The app is called Smart Bike Lights and you can configure it that the flash will turn on only when vehicle is detected. I have done it twice (RTL 510 + 515), It works like a charm. But you must have time ...
