Is there a way to have potable water fountains in italy show up on my garmin 1040 while riding?
You don't. Well, they are listed on GC, but if you navigate to them you'll find a lot of them are just closed off...

Interesting question. Are these marked on Google maps?
Water points are already displayed on Edge's map (if latest Europe maps are installed), together with public toilets and other POI.
Thing is water points are displayed in clouds with dosens other POI and they're hard to distinguish just by quick glance.
