i frankly do not understand why garmin does not fix this since there are so many people complaining about it
What you should do is take one of the Theme files, rename it and make your changes there and set the Edge to use your theme file. That way the changes are kept.
It is very difficult to understand why Garmin has ignored customer requests on this for years and years, the biggest insult is that the Virtual Partner symbol is nearly twice the size of the location cursor…
I did document this somewhere in one of the threads. Let me see if I can find it.

unfortunately not! i found an italian ( i am from there) and the guy has uploaded two arrow files. https://community.mtb-mag.com/t/garmin-edge-1030-plus-colore-freccia-cursore.405117/ but still i do not get it! i am totally dumb. He says not to change the main file but use these files. I am very confused....

That will do the track colors (https://jnr.fi/garmin/), but not the cursor
The tags that make up the cursor are

then if you check the italian zip file, the guy has changed the cursor creating a new theme arrow color.
