The Ordinance Survey maps are something you have to pay for.
They are provided on microSD cards.
The 1030+ doesn't have a microSD slot.
Many of the microSD cards are locked to the particular device (which means you can't move it to another device).
The Ordinance Survey used to create their own SD card (if I recall correctly). It now appears they sell a Garmin SD card with the OS information on it.
Garmin makes some of their maps available to download but I don't know if the OS version is one of them.
The OS maps don't appear to be listed on Garmin's website. The Ordinance Survey website appears to only provide the maps on microSD cards.

You should be talking (complaining) to the Ordinance Survey organization directly.
