Will not connect to wifi

device is brand new out of the box.
turned on, updated, sync-ed through garmin express, connected to iphone garmin connect.
took outside to find sats so it would display the correct time.
Will not connect to wifi:
on the device it does not recognise any wifi signals, from iphone hotspot to my house wifi (2.4GHz - which my fr945 is currently connected to)
on the garmin connect phone app it simply does not connect
over garmin express similarly it does not connect. 
the device is up to date software v 3 and i've restarted it a bunch of times,
What is going on? this stuff should be the basics... connecting to wifi!!!
