i have switched of the circle with seconds all around the clocks and don't know how to turn it on.
It do not depend on my watch face, i change couple watch faces but the circle did not return. Does anybody know how to turn it on?

Anything showing on the watch face is always dependent on the selected watch face. I have never seen anything overlaying other watchfaces. What's the name of this watchface?
Watchface name is Falcon X, but this part is standard on the watch screen, it is not watch face configuration. even if i switch to the standard watch face it do not lit. look to photo it is on turned of clock is printed on the screen. so i think it should be somewhere else possible to turn it on. how do you thing?
I'm not sure if I understand you. Maybe you meant Always On Display (AOD) settings.
You can try to turn it on in Settings ► Display & Brightness ► Always On Display.
always ON, give clock time dimmed, but it do not turn on the circle with seconds all around the watch. this is two different features i miss the circle all around which seconds 5, 10 , 30...50, you see that dark grey circle, it is on screen but do not lit

I think that if it is not part of the actual watch face, it's not possible to do it. I just installed your watch face and there is no possibility to show any seconds number around the circle. I can just change the arrow/triangle settings.

Yes i mean this part exactly.
So i am surprised, how did i have this part ON before or it was bug and after my some configuration did turned off or it do not belong to watch face feature and should be turned on somewhere else in watch
Hah, it is really not physically possible at all. :) Maybe it was some light reflection. It would be cool feature to able to lit it up, but there is no Garmin watch with this feature as far as I know. It's just a decoration.
