New Fenix 8 Will Not Pair With iPhone After Power Cycling, Restarting, Uninstalling Connect

I purchased a Fenix 8 43mm today. I initially set it up fine with my iPhone 13 Pro (up to date on systems).  I installed all of the updates to the watch. The Connect App was fine with the watch. I was reading about the ECG features online and noticed I did not have the option for the ECG app (United States). I followed the instructions in another post to power cycle the watch, forget the watch on Bluetooth on the iPhone and try again. 

I have currently:

- Power cycled the watch multiple times (turning on and off, and plugged into power)

- Restarted the iPhone

- Uninstalled and reinstalled the Garmin Connect App

- Turned the Bluetooth on the phone on and off

When I open the Garmin connect app to repair the watch, it does not recognize that it exists. Even when I choose what type of watch manually, it will not find it. And the watch does NOT show up on my available Bluetooth lists of devices on my iphone.

So basically, I now have a watch that is NOT pairing at all or even being seen by my iPhone and still no ECG capabilities.
