Brand new fenix 8, 51mm AMOLED won't pair to iPhone ("need wireless v28.83")

I just received my brand new Fenix 8, 51mm AMOLED.  Software shows 11.90*.  Watch won't pair to iPhone and gives me a "need wireless v28.83" warning.  Watch shows "wifi 28.78" in the About window.  I have completed a reset on the watch, connected to Garmin Express and updated everything......still the same warning and no pairing.  What is the fix?  Thanks.

    I am sorry to hear you are having this issue. It appears the software did not fully install on your device and recommend the following steps to reinstall all software and firmware. 

    1. Press and Hold Menu button (middle left)
    2. Scroll down and select Watch Settings
    3. Scroll down and select System
    4. Scroll down and select About 
    5. Rapidly Press and release (x8) Light button (top left)
    6. Scroll down and select Reinstall Software.
    7. The device will restart and reinstall software.

    If the above does not resolve this, we will need to exchange your device. For this, you will want to contact Garmin Product Support.
