They replied in the bug thread, and are working on a solution now - temporary fix in the thread:

with IOS this does not work. the volume of the device is full but the sound from the watch speaker is also quiet.
Seconding what 6085704 posted but for Android. Samsung Galaxy S23 Ultra's phone volume settings do nothing to impact the Phone Assistant volume on the Fenix 8. Please fix this ASAP

For some reason it is just "Under Review", and not "Ticket Created". Might take some time to get a useful speaker during phone calls.
It might be faster to just buy a soundproof booth. It's pretty fine in a completely quiet environment.

That's under optimistic assumption that they fix it next iteration. This is not their first watch with the speaker.
If that is so, lets really hope they can fix it with a firmware update soon.
It will be so cool(!) to just answer and talk via the fenix 8.

For Android users, please note a few steps that will help in the meantime:
Once this volume adjustment is made, your Android phone will remember your volume selection for the next time you use connected phone features on the watch. In other words, you should only need to make this adjustment once.
Note that if your Fenix 8 watch is unpaired from the phone, you would need to repeat these steps after re-pairing. (Un-pairing will cause the phone to forget the selected volume level.)

Please also note this nuance about the Volume menu on the Fenix 8 series: the volume slider for "Voice" controls all phone-connected features: phone calls and phone assistant. Meanwhile the "System" volume slider controls everything else, including music playback and Audio Prompts for workouts/navigation. The default for both volume sliders is 50%. Phone Call and Phone Assistant volume will benefit from increasing the "Voice" slider to the max setting. I wanted to mention this here just in case any users had only increased the "System" volume setting.
