this *** ist so infuriating. they completly abandoned the epix. first no updates in november. now this. even tough is technically compatible. it feels like freaking bullying.

Don't mix up the Epix / Epix Gen 2 with the Epix Pro... Only the Pro has Elevate 5.
Be careful what you wish for! If you want to enable it, your totally locked into activating MFA every time you login to your garmin acct. For me I've avoided doing it on my F8 because I know I'll check it out a few times and then forget about it-but be stuck with annoying MFA forever. But yeah, the E2/F7 Pro models not getting it is unacceptable. I guess they are really going hard on making folks upgrade to newer watches.

I would hold the panic and refrain from conspiracy theories how Garmin wants to rip you off. The most likely reason for the ECG not being available on older models in the EU, is simply that EU did not approve them (yet). EU requirements for the transfer of such data became quite anal lately. They require that the transmission is done encrypted, and that it meets many other rules. And adhering to those restrictions may not be as easy as you think, on older models.
BTW, these new EU restrictions are also the reason why ANT+ may be phased out sooner or later. DCR wrote about it here: The Begining of the End for ANT+ Wireless | DC Rainmaker
So it may take more time to align the older models with the new EU requirements. If you cannot live without the ECG functionality, use the instructions for spoofing your location, and enable it now, and spare your time wasted in lamenting about how Garmin is vicious and does not want to give you what you want.

Oh, sorry, I am wrong, Venu 3 was released 18 months ago and has ECG enabled. I do not know why... or maybe there is no Venu 3 successor yet? So Garmin wants people to buy Venu 3 cause there is no Venu 4 on horizon?
They have just abandoned Epix 2 Pro and Fenix 7 Pro watches, on purpose, those two watches that are ECG compatible, are not sold by Garmin anymore. Coincidence?
This is nothing to do with EU now that has approved this particular sensor, and if so, then Garmin prioritised their latest watches only, and "forgot" about older watches. THIS IS JUST NOT FAIR!
As we know, it works and can be enabled by changing location (and that's not the point now). They just showing us all how they care about their customers. Some of them like me were using their products for years and years. Now I am looking at other brands. That is including bicycle computer.
I tried. Opened a Chat with Customer Support. First they had no clue about anything whatsoever. After them asking someone higher up I guess i got the answer: That was a developer decision.
