"Suggested Workouts" - HR based?

I've been dabbling with following 'Suggested Workouts'. 

For running they are pace based and for cycling they are power based.

Is there a setting somewhere to change the suggestions to HR-based?

Pace based works OK for running but my commuter bike doesn't have a power meter so HR based would work better for me overall.

I'd be happy have both running and biking entirely HR based.

I think I'm seeing posts here in the forums about HR based workouts, but I'm not sure they're referring to the same thing.
