Yeah... I didn't notice it until after I posted this thread.
Garmin's ECG App is currently available in the following regions :(
United States
Hong Kong
Vietnam
You need to be physically in the United States (just for initial setup)

Sadly, this ECG is not that good !! I'm trying to remove it along with the two step authorization that now comes with it
