When you use the stopwatch to mark lap times - you can save it as an activity to review later in Garmin Connect. The problem is that it is only syncing when restarting the watch.
Ok - can see that you can (new to me but never use this)
a) What activity are you tracking that you want to use the stop watch
b) why do want to save this?
c) why don't you use the sport activity profiles that are built into the watch?
Can only see this being of value if your are a coach tracking someone elses times etc and want a record. As this isn't a trure activity as such am not surprised it doesn't sync automatically - but a manual sync should action the sync. Where do you see these tracked activities once they have been synced?
Would suggest raising a ticket re the bug - as think it is probably a bug re the not syncing.
I notice that you can see the tracked stopwatch session in your activity history.
I use it to track things I do - developing photographic films and other oddities that aren’t necessarily sports related that I want to refer to at a later date. Yes I can review them directly on the watch in History but they also appear under “All Activities” in Garmin Connect after they get synced. The problem is syncing - they don’t get synced automatically nor when manually syncing - only when the watch is restarted which appears to be a bug. Where do bugs get reported ?
had a go at syncing this. A quicker method than rebooting:
go into control wheel and manually trigger a sync. Not sure if this worked or not as really didn't give it much time. Then go into the app and sync the app.
If that doesn't work.
Go into the control wheel, turn off bluetooth, then go to sync so it syncs via wifi (note may have to turn wifi off, then back on, then press sync option). Once finished syncing then switch bluetooth on. Once connected go into connect app on phone and sync.
After doning both of these it definitely synced through for me.

Any updates on the bug fix from Garmin? Same problem occurs with Fenix 7x. Major inconvenience when capturing splits at track meets.
