Every day the daily suggestion is base run for 39 mins at slow speed. Should this not change on a day basis? It's been like this for a few days now. Can I change anything?

If you are training for a specific event or goal than I wouldn’t used the suggested feature at all. In those cases you would want to use a specific training plan or garmin coach for that. The suggested…

The daily suggestion is based - among other things - on how the watch perceives your current condition, so if the watch thinks for some reason that the previous days (or nights for that matter) were hard on you, then it might keep suggesting easy workouts. It's hard to tell definitely without looking at the data.

NOTE: Non-running/cycling activities that are performed on your Garmin watch do not directly affect the Daily Suggested Workouts on your watch. However, these non-running/cycling activities will affect your stress and therefore your recovery time, which does have a direct impact on your Daily Suggested Workouts, as shown above.

As you can see it depends on what you are doing, so I suspect that whatever you are doing isn't sufficient enough to change the type of workout. I suspect that if you look at your load focus you might find that it is suggesting a lack of low aerobic, and thus the suggestion is to focus more there.
The training system is designed to provide general overall fitness - it isn't designed for specific events etc.
Hi 1822148, I had the same experience. Although I upgraded from a fenix 5 plus with activity history in GC and used true up to make sure all history was migrated, still my first days were filled with base runs. When I looked into load focus I was low in the blue base area. That may be also the case for you. Once that part filled up, other trainings, such as sprint intervals were suggested. I think it is a great feature.
as others have said - that specific suggestion is a sort of 'catch all' if there's the sense that you're either a) overdoing it lately, or b) haven't really been doing much at all. If you'll follow those daily workout suggestions I promise you'll see some other suggestions start to show up. That's been my experience. I see 'rest' on mine, and also various internal/sprint workouts that will show up. Also see '54 min of base workout' quite often.
Good luck!
I struggle to understand how training focus and suggested workouts could possibly be valid. It's entirely generic. There is no way to tell the system what fitness goals you are training for. Be it sub 4-minute mile, Park Run on Sunday, marathon, iron man, ultramarathon. The training blocks for those goals should be very different.
If you have specific goals that fall outside of the assumptions, then the whole thing becomes nonsense by definition. Garmin doesn't tell you what kind of fitness goal the system is optimized for but my assumption is some kind of fat bell curve general fitness. Even on it's own terms the system tells you it has some serious limits because it only considers running workouts. If you cross-train to any significant degree, the system is going to give bad advice.
note that it isn't necessarily true that cross training doesn't impact - as it does as will factor into your training load and load focus i.e. if watch load focus has a lot of anaerobic from HIIT etc, you are unlikely to get running sprints as already covered.
as loads of people state - they tend to use this functionality if not training for anything specific and or out of season.
If you are training for a specific event or goal than I wouldn’t used the suggested feature at all. In those cases you would want to use a specific training plan or garmin coach for that. The suggested workouts are mainly for keeping a balanced workout load between low aerobic, high aerobic and anaerobic. It is not designed for training purposes.
Think of it as a good way to stay fit between training/races or during the off season.
