As there is no loudspeaker on the E3 (as opposed to the F8) there can obviously be no volume control for that device....

I have Version 11.89 and the Change log say "Added support for alarm volume settings". But where can i found it?

I hear a sound, so there must be a loud voice there too. The watch has so many functions, but the volume of an alarm cannot be changed?

Well-known problem since the early fenix generations already. The alarm is almost inaudible on Garmin Watches. Try vibration, if that works. And look at the positive side: you won't inadvertently wake the birds when you'll sleep in the forest.
