My particular watch is brand new, I cant imagine there would be any additional data that would need to be removed in order update - if so, what an absurd limitation.
In that case, I would contact the Support directly, without any hesitations.
It’s not a storage issue. I tried all that black magic already to no avail. Also, Garmin Express is saying that the current version 17.28 is “up to date”.

Yes, I saw it already from the other replies. As I wrote, reach out to the Product Support. Also make sure your watch is not the APAC model - those get updates much later.

An APAC model is a model manufactured for the Asia Pacific region. The current generation of Garmin watch usually supports all regions in the same model, but at past models such as the D2 too, there were two different versions - APAC, and the RoW (rest of the world), actually labeled as WW (worldwide), although it is in no way the true worldwide version like the recent models.
If your watch supports Chinese, or other East Asian languages, then it is the APAC model. You should be also able to see it in the About menu of the watch (menu » System » About), or on the box or invoice of the watch (if you kept them).

Have you checked in the language settings that Chinese is NOT available?
My D2 has the same behavior. Keeps trying to update to 18.14, hangs at preparing update, and then resets to 17.28. Reset to factory default, and same result. I contacted support who said they would get back to me, but so far, nothing. I love my D2 but this support experience has been disappointing, especially for an 1100.00 watch.
