Almost certainly is UTC (Universal Coordinated Time). It points to the outer, fixed dial which goes 0-24. So, if it's pointing straight down, that's 12:00 UTC. Pointing left is 18:00, etc.
Charles, don't thing it is UTC. The green dial is slower than the 24 hour cycle of the regular hour hand and it doesn't point to UTC. See attached image, it shows somewhere between for 1 and 2 and it is a few seconds before 10pm ESTciq.forums.garmin.com/.../1302503.jpg

It absolutely is pointing to UTC. In your picture, the watch shows 10pm. And the green hand is pointing to the upper-right. You said that was between 1 and 2, but that's the hourly scale. I mentioned the OUTER ring, with the fixed numbers. The green hand is pointing between 2 and 4 on that scale, exactly at 3.
UTC is 5 hours ahead of EST. Thus, 10:00PM is equal to 03:00 UTC. If you look at your picture, the minute hand is covering the text presentation of UTC, which says "03:00"
Similarly, as I write this message, it's 2:15PM EST. My green hand is pointing to the upper left, between 18 and 20 on the outer ring - slightly closer to 20 than 18. That represents 19:15 UTC.
