Garmin Instinct software unable to be updated due to connectivity issues.

I am having trouble connecting and updating a Garmin Instinct (software version 6.60) to both the Garmin Express app (windows) and the Garmin Connect app (iOS).
Garmin Instinct will fail to pair with Garmin Connect app (all normal troubleshooting recommendations followed).
Garmin instinct will show up on Garmin express software and will receive a message stating the Garmin Express Servers are unavailable.
I have successfully connected another device Fenix 5x on this Garmin Express version so am certain the internet connection is sufficient.
I’m stumped Thinking any ideas?
