My watch is usually attached to my phone via bluetooth and uploads data that way.

The first thing I would do, is to soft reset the watch by keeping the light button pressed until it powers off and then turn it on again.

If the soft reset does not help, have a look at the Troubleshooting guide for (some) data missing after syncing for some tips.
No dice on the reset.

Yes, that issue is mentioned in the guide too. Delete files from the folder //GARMIN/Activity/ to make some more room. Do it regularly - no need to keep all those old files on the watch. It should be cleaning up automatically, but there are issues with the automated clean up frequently anyway.

Ok. Finally had some time to look into this. Turns out it started recording heartrate again shortly after this discussion. Started right after I had completed a swim (and a couple of resets, per the recommendations here).
Today I checked the GARMIN/Activity directory and found approximately 5.3MB of data in it. Backed up and deleted all of the 2020-* files. It's now down to approximately 674KB.
Also checked the GARMIN/Monitor directory and found the following:

[mark@localhost Monitor]$
Size shouldn't be a problem but these are binary files so I have no way of checking for brokenness.
Given that
[mark@localhost GARMIN]$ df -h .
Filesystem Size Used Avail Use% Mounted on
/dev/sdc 7.9M 2.9M 5.1M 36% /run/media/mark/GARMIN
I'm hoping that deleting 4.7 MB of files will help it's behavior.
