Although it's been a while, I don't recall this as being a common problem. First thing to do would be to try a different cable.
You don't say if you're charging via a PC connection or a wall wart. If you are connected to a PC, there are some other things to try. But still, the cable is the most likely point of failure.
I had the same issue. Solution: use the Garmin brand USB cable supplied with the inReach.

Even if it appears that it is not charging, leave it plugged in for a while anyway. If you ran it flat, it sometimes takes a while for the unit to acquire enough charge to even display the fact that it IS charging.
Otherwise, the usual conventional wisdom: Try a different cable. If you are attempting to charge via a PC port, use a wall wart instead. Last resort, open a support call.
thanks, but still not working, I tried both ways to charge and l/et it more than 2 hours on the chargers, but still no response, is it mean damages of battery or the devise it self, las operated time was thursday and shot down normally?!!
Mine went flat yesterday and I’ve not managed to get it charged since, have tried different cables and AC power supplies but nothing
So has there been a resolution to this problem? I left my Explorer unused for a few months. When I went to use it the battery appears flat, it does not recharge (multiple cables and chargers tried) and Windows does not recognise it. Seems a rather unsatisfactory state of affairs for the product.
AFAIK, there is nothing wrong with the SE+/Explorer+ legacy devices in general. Always possible that a specific unit has developed a hardware problem. If you suspect that, open a support ticket.
From what I can recall, you CAN run the battery in a legacy device flat to the point where it does not (initially) appear to be charging but IS charging. Before giving up on a particular charging arrangement (power source plus cable), let it sit for a few hours. It takes a while for the unit to accumulate enough charge to even SHOW charging status. At least, that's the way I remember it.
