Spoke with our Garmin developer and unfortunately the fenix 5s never received Bluetooth SDK support from Garmin. This SDK is what we use to communicate with the WOO sensor from the watch.

CIQ BLE support (a CIQ 3.1.x function) didn't come to all devices that got 3.1`.x, and is likely releated to HW. It did come to the f5+ devices, and the difference there could be the BT hardware, as I suspect it's due to music.
In general, the f5+ devices are the oldest devices to get this support.
See this blog post and the blue tooth section. It lists the devices with BLE support at the time of the post, but doesn't include newer devices, and it shows the oldest one with the support:
