I'm having the exact same problem! I've tried it with a couple different watch faces and it doesn't work. I can make the change, hit save and it appears that it works but my watch face remains unchanged.
It's a known issue for some time and I think Garmin knows about it and will probably be solved in the next update.
How long is "some time"? Another very frustrating bug with the Garmin eco system.
Actually the error seems to be with Connect. Watch faces seem to take forever to queue and download but they do download. Then using Connect, the settings are not being applied or I get an error message.
Similar issue. Change of settings in GCM simply resets the watchface to default. My Connect IQ app does not even connect to the watch anymore, so I'm not able to change anything at the moment (standard Garmin WF's aside). I hope the GCM fix will fix the Connect IQ issue as well.
I found that you can use Garmin Express and that still works. Garmin Connect is currently really messed up and unusable when trying to do anything with Watch Faces.

This is fixed in version 4.22.2 of GCM for iOs and that will be released soon.
Using Garmin Express is not really an option, as that will force my watch to software 14.10 which kills my battery. I'm currently reverted back to 13.51 beta, and battery is fine. So basically I have to choose between a battery that does not suck, or the ability to use watch faces. What a treat.
Unfortunately, when Garmin do not test software updates to an acceptably high standard, this is what happens. They should have picked this bug up and they didn't. Again.
New version of Connect is available and this has fixed the problem with the inability to alter watch face settings. However, there are still communication problems and very long syncing of watch faces.
