I had same problem. I took a whole day to adjust it by many methods e.g. go out for receiving GPS, unpair and pair, set location service... all failed.
The simplest way I finally found is:

Good day guys, hope you all are well. I have just figured it out...obviously your phone and watch needs to be connected to get the weather on your watch...sneaky little setting which needs to be on, is on Android, you have to allow the watch the phone location as always. Not sure if it would work for Apple users as well but give it a try.
