Is there any way to create a Watch App and communicate with a custom Android app without using Garmin Connect Mobile app?

It seems like GarminConnect Mobile App is REQUIRED to pair the watch via Bluetooth? Can a watch be paired via BL programmatically so no need to install the GC app?
