How do I get my Edge 530 to stop telling me the car driver KOM has already finished the segment when I'm only one third of the way through it? Using Garmin segments
Like everyone who uses Segments, I cope with the problem too. Most cases are no intentional cheaters though - usually they are people who have a device that they use for another purpose (for example Edge for running), and do not even have any idea about the existence of Segments, or about the possibility to adjust the activity type in Garmin Connect. In other cases, the activities belong to people who simply forgot to stop the activity before getting into their car.
It is possible to contact the offending users, and to ask them politely to fix the classification of their Activity, but the result is uncertain. It would be certainly better if minimally the author of the Segment had the possibility to remove offending activities. Many of them could be easily detected and removed automatically. A flagging system would be also welcome.
I submitted some of these suggestions through the form at https://www.garmin.com/forms/ideas/, and if you'd like to see cleaner segments too, I encourage you to send your suggestions to Garmin too. There won't be any change if there is no demand.

As written in the previous post, you need to ask Garmin at https://www.garmin.com/forms/ideas/ or at https://support.garmin.com. Here on the user forum it won't be seen by anyone from Garmin.
Anyone catching up on this thread it is still an issue. As a community please submit ideas to Garmin on how to flag and improve segments as a real valuable alternative to Strava paid service. My own suggestion would be to provide community tools to do the editing for Garmin so that this does not become a burden to Garmin support, this community would need trusted moderators to perform the editing. If you agree please submit an idea along these lines. Better start with an automatic checker, mentioned earlier, to auto correct activities' types. This would catch most incorrect entries.
It could be also used as a new feature for all uploaded activities. Currently, activities' types need to be changed manually (many watches have only a few types and/or it's easier to change on Connect Web than by watch's menu).
But it could be done automatically, depending how accurate a checker would be, it could propose correct activity's type to accept by user or auto change it with option to revert.
