What happened to my Training Goals?

1. My Training Goals appear to be missing in Connect Web. They were visible last week, but I can no longer locate them. Could you clarify what happened to them?

2. Could you explain why Training Goals are not available in the Android mobile app?

I still have them here: https://connect.garmin.com/modern/goals/active

What do you see on that page? If it tells "You don’t have any Active Goals", then perhaps they all expired. In that case you can see them at: https://connect.garmin.com/modern/goals/past

Because that feature (just like also a few others) of GC web, was never implemented in that app. There is no misconfiguration on your side; the feature simply only exists on the web.
