As far as I see, your longest run record is up to date. The Jul 19, and the May 5 are no personal records, and never were, since you've set your record of 13.25 miles before, on January 19.
Yes, that's how all records work. Even international ones.

Thanks for the reply. Can you confirm my understanding of your response is correct.
Personal Record will only populate new 1st place records and move all previous Personal Records down by 1. Using my list as an example, a run will need to exceed 13.25 in order to be added to the list. running 13.22 will not appear between rank 1 and 2.
The same would hold true for my half marathon records. No matter how many new halfs I run, only halfs with a faster time then tempe will appear.

Yes, that's correct. You only ever get a new record when the new distance / speed / step count / record criteria exceeds the previous best record in that category.
e.g. In the original post's screenshot with 5 "longest runs", it's actually showing your 5 best personal records for longest runs ranked by distance, not your 5 longest runs overall.
If you want to see runs purely ranked by pace (with no regard to whether a given run was a record), you could use the 3rd party website smashrun.com, which syncs with Connect. For each of your runs, regardless of distance, it shows your 30 (or so) fastest runs of a similar distance.

smashrun also keeps track of your longest runs, so when you run a certain distance, it'll say this is your 5th longest run (for example). I can't see a way to show the actual list of longest of runs sorted by distance though.
smashrun is pretty motivating if you're seeing recent improvement: for every run it'll tell you if it was the fastest or longest in the last little while (like 1 month, 6 months, or 1 year). Only flaw I can see here is that the max "best run in" time period it will report is 1 year, so if you run your fastest 20k in 2 years (for example), it still says "fastest 20k in 1 year".
In the Connect website, you can see a list of longest runs ranked by distance by going to the activities page and sorting by distance (from longest to shortest), but of course you know that haha.
