I was having the same issue using Microsoft Edge using Google Satellite view. I cleared all browsing history and data. Signed back in. I still was unable to move the map. Then I switched to Here satellite maps, then back to Google satellite maps again. Now it works. The mouse pointer turns into a hand, as it should, when hovering over the map.
Going back to this thread, I'm consistently able to reproduce this issue.
This seems to be related to the Google satellite imagery issue that was mentioned in another thread - Garmin Connect Web is Suddenly Missing Google Satellite Maps
While that issue was resolved 2 weeks ago via backend update to the website, it has caused this new issue where, under certain conditions, the map cannot be moved with the mouse while viewing Google satellite imagery. However, similar to the other thread, there is a workaround that involves unchecking the labels option.
I've verified this in Edge and Chrome.
I've submitted a support case to Garmin Product Support. using the chat option.
