Why Can't I Create a Segment?

Question

I wanted to get the badge to create a Segment. I searched online and found videos of others doing it, but when I try, the option is not there. Why?

Login to Garmin Connect on the Web 
 Click All Activites 
 Find a running or cycling activity 
 Scroll down and where it says "Stats, Laps, Time in Zone" - There should be a Segments option, but it's not there...

How can I do this and obtain this badge?

 You can do it where you prefer. If you want a Garmin Connect Segment, open an activity, click the Segments tab under the graphs, and then use the link +Create Segment
