To get Golden Week badges set region to Japan in main account settings at garmin.com (it's different then connect settings) and rename activities which should get those badges.

I have Garmin friends from all over the world - it just seems very narrow-minded of Garmin.
True, very strange why garmin limit badges to regions. And what's worse, they hide those requirements. In badge description they don't inform what region you need.
Some events are quite global. For example I have in my country an event like Songkran at the same time, of course with translated name, but idea is quite the same. So, badges should be for everybody. No reason to limit that.
At least now we know how to manually change region, so we can get those missing badges.
After you change your region, you need to edit those activities slightly (change name/add description) and save. You should then be awarded the badge.
