Yes, the feature is available since a long time. Have a look at the Time in Zones tab under the graphs of the Activity page.

Perhaps there isn't any sufficient demand for such feature, so the feedback can help. Here, on the user forum, it is not very likely to be noticed by Garmin.
I'm also keen to have this feature (so you can see whether you need to spend more time in each heart rate zone over all your activities to ensure a pyramid, with about 1% of your time spent at the top zone). As @trux suggested, I have made a request via suggested this feature via www.garmin.com/.../

One downside is there's no app or mobile-friendly website. But it has a ton of data, and shows you things that Garmin hides from you (like your cumulative VO2Max after every activity, to 2 decimal places, or your recovery heart rate, for certain watches which don't show it in Garmin Connect, yet still record it to the activity file.)
